Summary of Changes for 1 March 2025
From 1 March 2025, there will be changes to the MBS. These changes include a range of administrative and policy changes to implement the Australian Government’s response to recommendations for the MBS Review Taskforce (the Taskforce) and the Medical Services Advisory Committee (MSAC). The changes will affect MBS legislation, including the:
- Health Insurance (Diagnostic Imaging Services Table) Regulations (No. 2) 2020;
- Health Insurance (General Medical Services Table) Regulations 2021;
- Health Insurance (Pathology Services Table) Regulations 2020; and
- Health Insurance Regulations 2018.
Change to Hospital Only Services
On 1 March 2025, over 800 items in the MBS will be amended to remove the 85% out of hospital benefit. This change means that benefits will only payable when the service is provided in a hospital setting. These amendments align the MBS with contemporary clinical practice and ensure that services are rendered in the appropriate clinical location.Clarification of ‘telehealth’
This change will amend all items currently specified as ‘telehealth attendances’ to instead use ‘video attendance’. Moving forward telehealth will be used as an umbrella term for video and phone services.Other changes to general medical services
From 1 March 2025, changes will be made relating to general medical services. These changes include:
- Three new items (38616, 38619 and 38376) and two amended items (13851 and 13854) for the transluminal insertion and management of a left intravascular microaxial ventricular assist device. This will support patients in cardiogenic shock who have not stabilised despite optimal pharmacotherapy, either as a standalone treatment or as an adjunct to VA-ECMO;
- Amend two items (10916 & 10918) for domiciliary visits by replacing patient loading items with a flag fall and removing co-claiming restrictions for short consultations and computerised perimetry;
- Amend four items (10921, 10922, 10923 and 10925) to combine contact lens prescription items and remove the requirement to deliver the lenses;
- Combine two general consultation items (10912 & 10913) and remove the same practice restriction;
- Amend item 10944 to clarify requirement for complete removal rust ring with ferrous embedded foreign body;
- Amend item 10942 to reflect current best practice;
- Two new items (82216 and 91206) for participating nurse practitioner attendance lasting at least 60 minutes;
- Amend three items (82205, 91178 and 91189) for participating nurse practitioner attendance to include a minimum appointment time of six minutes;
- Three new items (82102, 82103, and 82104) for face-to-face participating midwife attendance items;
- Amend six face-to-face (82100, 82105, 82110, 82130, 82135, and 82140), four video (91211, 91212, 91214, and 91215), and four phone (91218, 91219, 91221 and 91222) participating midwife antenatal and postnatal attendance items; and
- Amend telehealth items (92478, 92479, 92480, 92481 and 92482) for admission of patients to a psychiatric facility and some subsequent in-patient consultations by video to restrict claiming of an item with itself within a 7 day period.
Changes relating to pathology services
From 1 March 2025, changes will be made relating to pathology services. These changes include:
- Amend item 73297 to allow a benefit to be claimed for cascade BRCA-gene panel testing.
